Free E-Bikes for San Francisco Delivery Workers: Revolutionizing Bike Delivery

The San Francisco Environment Department (SFE) is spearheading an innovative pilot program designed to transform the landscape of delivery services within the city. This initiative offers eligible San Francisco-based delivery workers a unique opportunity to utilize electric bikes (e-bikes) for their delivery routes, completely free of charge. The core objective of this program is to thoroughly evaluate the advantages of e-bikes in enhancing delivery efficiency, speed, and safety, while also exploring their potential to boost the earnings of delivery workers. Ultimately, the findings from this program are intended to build a compelling case for a broader shift from traditional cars to e-bikes within the delivery sector.

This forward-thinking program draws inspiration from the San Francisco Local Agency Formation Commission’s comprehensive Emerging Mobility Labor Study, recognizing the evolving needs of the modern workforce and the potential of sustainable transportation solutions.

The program is being rolled out in phases. Phase One, backed by funding from the California Energy Commission, commenced in Spring 2023 and concluded in Fall 2024. Building on this initial success, Phase Two, generously funded by the United States Department of Energy, is scheduled to launch in Fall 2024, promising to further expand the reach and impact of this transformative initiative in Bike Delivery.

Who Can Participate in the Free E-Bike Delivery Program?

To ensure the program benefits those who can maximize its potential, certain eligibility criteria have been established for participants. Applicants must:

  • Be a current resident of San Francisco, ensuring the program directly benefits the local community.
  • Possess current or past experience in delivery work, indicating a clear understanding of the demands and challenges of the bike delivery sector.
  • Be at least 18 years of age or older at the time of enrollment, ensuring participants are adults capable of handling the responsibilities of bike delivery.
  • Be available to work for one or more delivery services in San Francisco for a minimum of 4 hours per week during a one-month study period, demonstrating a commitment to actively engage in bike delivery.
  • Be willing to participate in data collection and survey activities throughout the one-month study period, contributing valuable insights to assess the program’s effectiveness.
  • Have prior experience riding bicycles in San Francisco, highlighting a familiarity with navigating the city’s streets on two wheels, crucial for safe and efficient bike delivery.
  • Own a smartphone, necessary for accessing delivery apps and participating in program communications.
  • Have access to health insurance, ensuring participants’ well-being during their involvement in bike delivery activities.

A significant incentive of this program is that participants who successfully complete the study period will get to keep the e-bike, representing a substantial benefit and encouragement for embracing bike delivery. Delivery workers who are interested in this opportunity are encouraged to complete the participant interest form to be considered for the program. Applications are being accepted until February 28, 2025, or until all available slots are filled, so timely application is advised.

For those delivery drivers currently using cars for app-based food delivery who may not be ready to switch to e-bikes just yet, there is another opportunity to participate. The City of San Francisco is also seeking drivers willing to track their car-based delivery work for one month and complete surveys about their experiences. Participants in this car-based delivery study will receive a one-time stipend of $100. If interested, you can fill out the car interest form.
